This practice raises questions of the autonomy of church agencies, maintenance of their distinctively Christian value base, and the extent to which the Church is being co-opted into government policy.

The Hon Brian Howe was variously Health Minister, Minister for Social Security and Deputy Prime Minister in the Hawke and Keating Governments in Australia in the 1980s and 90s. Before being elected to Parliament, he was a Uniting Church ordained minister in Melbourne, and following his retirement from politics, resumed ministry. He is a Professor in the Centre for Public Policy in the University of Melbourne.

Paul Oslington is Senior Lecturer in Economics, Australian Defence Force Academy within the University of New South Wales, and a Visiting Fellow at St Marks National Theological Centre in Canberra.
